서울시는 환경친화적인 생태보존 도시를 지향하는 전략적 지표로서 여의도 광장을 공원화하는 내용의 현상설계를 공모하였다. 21C를 바라보면서 서울의 이미지를 새롭게 할 수 있는 잠재력을 지닌 여의도 광장의 공원화는 당시 조경관련 프로젝트 중에서 가장 크고 의미 있는 것이라 하겠다.

도시녹지체계, 도시 맥락적 검토를 위해 도시계획 팀과 교통전문가를 참여시켜 계획의 기본구조를 보완하였고, 계획내용의 완성도를 높이기 위해 건축토목분야 및 해외협력업체와 공동 작업으로 수행하여 기술상의 예상과제를 도출하고 해결하였던 현실성 높은 제안이었다. 넓고 큰 귀한 땅의 존재를 도시의 여유로서 존중하는 녹색 상징의 공원, 한강이 가진 자연성과 유구한 역사성을 연속해서 체험할 수 있는 친환경적인 공원, 누구나 쉽게 찾아와서 즐길 수 있는 편안한 공원을 계획의 목표로 하였다. 한강을 끌어들인 생태통로는 환경 친화적인 생태환경의 조성 및 한강으로의 접근을 원활하게 해주며, 국회의사당 및 도시 주요도로와 만나는 지점은 도시 맥락을 수용한 자연스러운 접근체계를 구축하였다. 또한 도시의 기념비적인 상징성을 담고자 하였다. 열린 가로 구성 및 지하개발과 같은 장래 주변 변화를 수용할 수 있는 융통성 있는 공간구조로 조성하되, 유행을 초월한 디자인과 장소가 될 수 있도록 하였다.

Seoul City held a competition for creating Yeouido Plaza into a park as part of its strategy to create an environmentally friendly and ecological city. Creating a Yeouido Plaza into a park has a potential to renew the image of Seoul in the 21 century and in that sense this is the greatest and most meaningful projects out of all landscape architecture projects.

To review the city’s green network, urban planning team and transportation specialist participated in the project, and it was a very realistic and practical proposal to predict and prepare for technical tasks to further enhance the plan by jointly working with construction and engineering company and overseas partners. The goal of the project was to create a park that represents a green space that respects the large and precious land and city, an environmentally friendly space that continues to symbolize the nature and history of the Han river and a peaceful place where anyone and visit to enjoy. Ecological corridor to the Han river creates an ecological environment and makes access to the river easier. The point where the national assembly building and major city roads meet allows natural access that considers the urban system and holds a symbolical importance. The plan is to create a space with flexibility to accommodate future changes such as open streets and underground development and design and place that transcends trend. The hill, pond and pavilion were used to express the sentiments of the Korean people.
